Trustees approve changes to Expressive Activity Policy

The Indiana University Board of Trustees approved changes to IU’s Expressive Activity Policy, UA-10, during its June business meeting. The changes come nearly one year after trustees first approved the policy, which the university committed to revisiting in spring 2025.

IU’s Expressive Activity Policy protects freedom of speech while ensuring the university’s educational mission and operations are not disrupted. In addition to language clarifying that the policy applies to all IU campuses, the following changes go into effect immediately:

  • Consistent with Indiana Code, IU community members can spontaneously and contemporaneously assemble and distribute literature without prior notice or approval, regardless of group size and at any time.
  • Requests to use temporary structures or mass physical objects must be made seven days in advance, reduced from 10.

The university is also updating its event registration requirements to streamline the process. The following changes, which do not require trustee approval, apply to preplanned events, which previously required registration at least 10 business days in advance:

  • Event requests for large groups of 50 to 99 people must be made at least three business days in advance.
  • Event requests for 100 or more people must be made at least five business days in advance.

Space reservations must be made separately through event venues. Planners should continue to book tentative facilities reservations prior to approval by the University Event Registration Committee.
