IU to expand staff hiring review process to prioritize strategic investments

Indiana University is taking proactive steps to align staffing decisions with mission-critical priorities as it navigates significant reductions in state and federal funding for fiscal year 2025-26. IU is expanding its hiring review process for appointed staff. Academic positions are excluded.
The revised process launches July 28. Hiring will continue for jobs that are currently being recruited for. Job openings not initiated by July 22 will go through the newly expanded review process.
Necessary approvals
Under the revised process, all hiring requests for appointed staff positions will route through a multi-level approval chain:
- The appropriate senior Human Resources director and/or University Administration fiscal officer or vice chancellor for finance, or regional chancellor.
- The unit’s vice president, chancellor or executive vice president.
- The university’s chief financial officer, who grants final approval.
Before submitting a request to hire staff
- HR professionals and fiscal officers who initiate hiring requests will have access to a new process for requests to create, fill or reclassify critical staff positions (new or vacant).
- Before submission, units are expected to carefully review the need for the position and ensure:
- The position is mission-critical and aligned with the university’s strategic goals as outlined in the IU 2030 strategic plan.
- There are no viable alternatives such as re-prioritizing work, upskilling existing staff or redistributing responsibilities.
Support for units
HR professionals and fiscal officers will receive training to navigate the expanded hiring review process.
